"Windows can't open Add Printer. The local print spooler service is not running. Please restart the spooler or restart the machine"
location:

I am running into the same problem on an eMachines ET1331G. Initially, I wanted to print to an older Dell - found the driver was not Windows 7 compatible so installed my Canon PX100 successfully and used it for over a month with no problems. Then I needed
to move the computer to a different desk and install a driver for an Epson NX415. Using "Add Printer", the message says "Windows can't open Add Printer. The local print spooler service is not running. Please restart the spooler or restart the machine".
Restarting the machine does not resolve the problem. In Control Panel/Admin Tools/Services/Print Spooler, the spooler is set to start automatically and will sometimes show started, sometimes not.

Hi there,
I have a new laptop with Windows 7 installed. For a couple of weeks, my printer (HP Deskjet F380) worked fine, but last night it stopped. Troubleshooting tells me that the Print Spooler isn't running, but I am unable to get it to run. Any suggestions of how
I can fix this?
Cheers,
AJ

Windows XP cannot print to Windows 7 shared printer
location:
microsoft.com - date:
June 2, 2010
I recently upgraded my Windows XP computer to Windows 7. This computer was acting as a print server for 4 other computers in the house, all of them XP sp3. However, now that I've upgraded the print server to Win7 and installed the 64-bit drivers, none
of the XP computers can print to the printer (Canon i850).
The problem seems to be that the Windows 7 machine has installed 64-bit drivers in order to print to the printer, and these are unusable by the Windows XP machines. On the Win7 computer, I attempt to also install the x86 drivers (under the Printer Properties
-> Sharing tab) so that the 32-bit Windows XP machines can print, but of course the Win7 machine won't let me because it's not a 32-bit OS.&

Print Spooler service stopped, won't stay started
location:

PROBLEM:
HP DeskJet 812C long attached to a Dell PC with Windows XP SP3 suddenly doesn't work -- Printers and Faxes applet shows no printers at all. Trying to Add a printer pops an error that the Print Spooler is not started.
Go to Services: Print Spooler, set at Automatic start with Local System logon, is stopped. Try to start it. Says it's started, but right-click shows START available. Start again. Go to printers, Add printer, spooler not started.
I have
(a) Copied Spoolsv.EXE, Spoolss.dll and RPCSS.DLL of the same version from another XP SP3 computer while in Safe Mode. No change.
(b) Tried to do a System Restore, only to fail three times and ultimately find no system restore points available.
(c) Re-run XP SP3,
