I'm using Outlook Express mail in Windows XP. How can I change the 'READ' from West Euro (ISO) to (Windows)? (ISO is default, NO selecttion option)

I'm using Outlook Express mail in Windows XP. The Hebrew characters of the sender name and subject show as ??? and often the message body appears in giberish (I assume it's ASCII). My
'READ' International setting is Western Euro (ISO), it is grayed out and I have no option to change it to
Western Euro (Windows), (no optional drop down). My 'send
' is OK, I had the choice and it's set to (windows).

Re-installed Windows XP, How do I update the service packs?
location:
microsoft.com - date:
July 10, 2012
I had a computer boot issue and had to re-install Windows XP. I went to the download site (automatic update no longer active) and it advises the 3 service pack updates must be installed in order. When I attempt to install the initial service pack, it aborts
the installation process saying the server is not responding.
How can update Windows XP to SP3?
Or is this no longer possible?

I have three user accounts on my Windows XP. I haven't used the PC for about 12 months as I had purchased a laptop with Vista. Now when I go to log into my user it's asking for a password. I have forgotten my password & cannot see an icon providing
me with a password hint. This is the same for the other user account & the third account is a guest account which is accessible. I have docs & itunes on the users which passwords are being asked for. Can you provide me with a solution to this problem please.
Is there a password hint button??

original title: Hebrew Language with US keyboard?
I am confused. Yesterday I installed the Language Bar on my Win XP system. I normally use English and want to enter Hebrew words and some Greek too. So when I installed the Language Bar, I also installed Greek and Hebrew, and in the process, (I'm not exactly

get a Shin, etc. So I thought I would try the US keyboard for the Hebrew language, but I no longer got Hebrew letters at all.
First Q: what is the US keyboard good for under the
