Windows update group policy not applying to Windows 8 workstations

The GP settings for Windows Update configuration on my domain don't ever apply to Windows 8 workstations in the domain. Opening GP Edit on an on a Windows 8 administrative workstation shows the policies that I want to see on Windows 8, but when I open a
local GP Edit on the same Windows 8 workstation, the settings aren't applied. I have tried forcing gpupdate and get no error related to it, yet it never applies. Correct me if I am wrong, but the WindowsUpdate.admx file on the workstation should be referenced
while using the GP editor from that workstation, so it doen't appear to be a problem with the admx file being used.
The settings are all in Computer Configuration, Administrative Templates, Windows Components, Windows Updat

Failed to Connect to a windows service... Group Policy Client

Okay, I know other people have posted this same error; but my case is slightly different. In my case, this is a brand new computer I just built, just installed Windows 7 Home Premium. Have not installed any programs except the basic stuff like Chrome, Security Essentials, Windows Updates, Drivers, etc...
I am what I would consider myself a power user and I've done a TON of editing to my services. I've disabled pretty much everything that is non-essential. I am the ONLY user account on my computer, with administrator access. I've attached screenshots of my service settings because I have a feeling its related to something to do with that.
In my event logs I have 2 errors:Error 7009, Service Control manager

Trouble with Windows Update/Group Policy

Hello, this is my first post on these forums. Whenever I check Windows Update, I get a message that says "Windows Update cannot currently check for updates, because updates on this computer are controlled by your system administrator". However, i'm not on a network. This is my personal laptop, and I'm the only one who has an account on it, other than the Guest account. I have also activated the "real" administrator account that Microsoft has hidden, via the command prompt with the "net user administrator /active:yes" command. So basically, I'm the administrator. Under Windows Update it also says "Some settings are managed by your system administrator. More information". When i click on it it says that

Windows 7 Group Policy Results Are Off!

Background:
WIn7 32bit Pro
Domain Server: Windows 2003
Installed Group Policy Manager on Win 7 workstation
This is making me crazy! I have an OU named laptops which contains the names of 30 laptops and I have a group policy assigned to it. When I run"Group Pol results" from the Group Pol manager, I see a script listed which I enabled (comptuer confiig\policies\windows
settings\scripts\startup).
When I run GPRESULT from a workstation in the OU, the script is NOT listed in the results. I have run GPUPDATE /Force several times, and still have this result.
In BOTH scenarios the script doesn't run!
Any help would be appreciated.

My system restore in Windows XP Home Edition is disabled by Group Policy. The system doesn't allow me to enalbe this function, despite I have a partition in my Hard Drive to just store backup

When I open the system properties dialog box, System Restore is checked off, saying it is disabled by Group Policy, and the system doesn't allow you to enable this option. I got a dedicated partition in my Hard Disk justo to store Backups and create Restore
Points with 10 GB capacity. How can I fix this problem?

global group policy in a mixed XP/SP3 and windows 7/SP1 enterprise environment

We have upgraded DCs and other servers to windows 2008 R2 64 bit. Trying to get windows 7 out to the desktops. When we use the default settings for Global Group Policy, local and domain administrators cannot install any software managed or not. We do not
want users to be able to install anything except printers, copiers. Does anyone know where this magical setting is? Is it a registry hack? I always get the error message " The system administrator has set policies to prevent this installation"
