windows xp locking up on boot-up when WD My Passport external drive is connected

My Toshiba Satellite A100 laptop runs a 2002 version of Windows Media Center Edition of XP. I have an external drive: a WD My Passport 0740 which connects by the USB port. When the external drive is connected and I boot-up, the machine hangs in the "Windows
is starting" phase. It needs a hard re-boot.
It will boot-up properly when the external drive is not connected.
Once Windows has booted up, the external hard drive can be connected. At that point everything works properly. The drive is identified as working properly (as it is). No troubleshooting is required.
This situation wasn't always the case. Not long ago, Windows booted up normally with the external drive connected.
That is the way matters stand with another Toshiba lap

My Dell Laptop Inspirion 9300 is was running Windows XP with Service Pack 3. It suddenly stop booting up. I got the error on screen very early in the boot cycle: <windows root>\system32\hal.dll. I called Norton for help - I am using Norton Ghost to back
up all files to an external WD 500gb hard drive, but they said it was a problem with the hard drive on the laptop. But I can acces the boot up sequence by starting the laptop with the Windows XP Installation/Recovery CD in the cd drive on the computer. I

Often we see crashes as the result of a program loading on startup. To resolve these, we use clean boot troubleshooting.

the registry connot loas the hive (file):

or its log is laternate
it is corrupt absent or not writable
