can I uprgrade to windows 8 and change the language on my oes

I purchased a Samsung all in one PC with windows 7. It was purchased in Korea so the language is in Korean.
Obviously I cant change the language in windows 7 from korean to english, but I am wondering if I upgrade to windows 8 (if possible from Uk microsoft) will my computer support English as the main language? Or will it automatically go to korean again?
I also found an article that windows 8 allows the user to switch the main language, in the following blog:

Hi there,
I bought a computer long time ago and I bought and installed a Windows 7 home edition (64bit) in traditional Chinese. Recently, I enrolled in a college and it provide a upgrade package to windows 8 for student. However, the upgrade package is in english.
I am wondering if I upgrade my current OS to windows 8, will it still support my original language? or do I have to buy the language package separately?

I have an account in Windows and am trying to use Yahoo as my main email provider. When I try to export the address book from Yahoo the exporting is not working. I clicked on the statement "starting download in 5 seconds, if not click here. I do that
and nothing happens. Please help.

I am presently stuck with windows 8, that came with my new computer, until recently I was working with windows XP and I am
now totally confused with all these supposed easy ways to do things. I have a hard time scanning and mailing documents via HP scanned
furthermore what I did not find out how to attach pictures etc. to my e-mail.
Any help is highly appreciated. I am a 77 year old man who has a hard time accepting these changes !
