Trustworthy Performance Tweak Guides?

Hello, I hope you are doing well.
My friend recently purchased a notebook and netbook, both of which are rather low models, and is looking for trustworthy tweak guides to speed up his computers.
Can someone recommend me some specific guides?
Of course, I've looked through this forum and did a search on Google, but a lot of guides seem outdated and I don't want to recommend him something that isn't reliable. I've been a member of this forum even before Windows 7 was officially released, and have contributed several articles since, so my own computer was tweaked years ago.

does anyone have a screenshotted performance service tweak or guid step by step for which services to enable and disable so the computer runs faster i got a 2.1ghz dual core amd laptop 3 gigs ddr2 sd ram with ati 4200 mobility graphics card just seeking better performance thanks don't mind my grammer im partially french.

I'll explain the story: Do not even been a week since this notebook was unfortunately "caught" in the update that results in "Boot Loop" system (search on Google and find many cases, but it seems that not all machines were affected) I was super whore and such, but as I had back up data on external storage and Cloud was alright.
As no use crying on spilled milk (by Micro $ oft), I was looking to do the hard work to install, configure and customize a new Windows from scratch. Since my last installation and configuration of Windows was a long time, I went for a sought after and studied the alternatives for maximum system performance, and that's where the doubts come.
I intend to do the following system:

@} restored Windows 8.0 Pro x64 to my bootcamp partition.
and with the rolled back Nvidia 310.90 WHQL drivers the Windows side of my Mac flies again! So now back to some serious flight-simming again...

Windows 8- Graphics Performance- Photo Editing/Video Editing

My question narrows down to what would be a better OS to use for Photo Editing and or occasional video editing. The software used for Photo Editing would be Adobe Lightroom 4.0 and Adobe Photoshop. All software versions using latest build- approved system requirements would meet critieria with applicable OS and hardware.
I believe Apple has an architecutre that is optimized for graphics. I think it was called grand central dispatch. Apple overall may be optimzed to handle graphics/media with its core technologies but how does Windows 7 or 8 compare?
I'm taking an un-bias approach as I have worked with both Apple and Windows. I do favor Windows a bit more due to cost but I wonder how well my system would handle the workload of pho

There have been some discussions regarding Windows 8 vs. Windows 7 performance. I just read a blog post that offered an unequivocal victory to Windows 8, in terms of performance. The advantage seems pretty clear, from the tests done, so I decided to post the links:

Windows 8 under VMWare Player : better graphics performance possible?

Hi,
I'm running an updated Windows 8 CDP under VMWare Player. Navigating around 8 is not as snappy as I would have hoped, and the graphics performance is horrible. Is this because I'm running as a virtual machine?
Is my only hope of using the full capability of my graphics card to run Windows 8 natively?

Performance of Excel 2013 in Parallels-Wind 8 vs Wind XP

I have updated from Excel 2003 / XP to Excel 2013 / Windows 8 Enterp 64 bit.
The new Excel appears to take longer just to move from 1 cell to the next, even on a blank workbook
I have a Mac Pro, using Parallels 8, and the XP / Excel 2003 works faster, both virtual machines are on the same computer:
The Mac is a Dual Quad Core, at 667 MH speed
I have assigned 2 CPU's to the Wind. 8 virtual machine, ( and just 1 in XP)
I'm testing these one at a time.
Why ? Is Windows 8 slower
Is parallels Windows 8 slower due to their interface?
Are there settings that could fix this?
Looking forward to the new software benefits, but hard to get past the speed issue.
Any body smarter than me out there on this? I'm sure there are.
