What is the best way to fix registry errors without the use of a registry cleaner in XP?

I'm sorry to raise this question that so many before me have asked. I have read pages and pages of MS forum discussions on this topic, and without exception, every Microsoft expert says registry cleaners are completely unnecessary and that old junk in registries
does not impact performance at all. Instead, they say, do x, y, and z. I am running Windows XP on my five-year-old desktop, and it has gradually gotten so slow it's almost intolerable. It takes 10-15 minutes just to boot up, and sometimes it takes 2 minutes
or more just to open a browser window (IE8) or go to the previous page using the back arrow. Before you tell me all the things it could be, please let me say that:
1. My PC has not always

Are there more than one standards for control of peripherals like mice and keyboards.
Is Bluetooth just a more common specification or are all such devices bluetooth?

OK, I have read all of the post here and none of them offer or come close to a solution to my problem. Mostly because the solutions dont coinside with my problem. OK here it is.
Installed Windows 7 with the Microsoft Keyboard Elite for Bluetooth (to be referred to as MKEB). Everything went fine. Adapter was found and installed and keyboard worked fine. Although I had no control panel to access all the extra features that are offered
with the keyboard ( volume, hot keys etc...)
Now I wanted to be able to controle my volume for my computer from the keyboard like I always have with this model and went online to Microsoft to find the drivers for the MKEB. Only thing that was offered to me (which I didnt see a problem with as it refe

Bluetooth hangs, keyboard disconnects

Dell Bluetooth 370
I connect up a Bluetooth mouse and keyboard and the mouse works fine but as soon as I hook up a keyboard there is a strange hanging issue.
I will type something on the keyboard and when I go to use the mouse it will take anywhere from 1 to 2 seconds for the mouse to move. The same thing then goes for the keyboard if I go to type something. It will take 1 to 2 seconds for anything to show up on the screen after I go from mouse to keyboard.
A good chunk of the time the keyboard will not work and I have to re-pair it.
Using the latest Bluetooth Vista driver.
