Win 8.1 install - programs open then crash right away

Installed win 8.1 preview smoothly last night. Now I'm having problems. Certain programs like File Manager (!), Photoshop crash upon opening. Chrome works, but if I right click on a link, the dialogue box opens then crashes the program. Here's the error report, wondering if its a video drive error:

Save As/Open Dialog not opening in any/all programs. Causes crash.

Hi,
The save as/open dialogue box is not opening in any of the programs on my laptop. I use a Asus PEM 1015 with a Intel Atom N550 processor and Windows 7 starter edition.
The save as/open dialog box does not open in any of the programs including all office products, chrome, firefox, paint etc. The program crashes when I try to save as/open any file.
I am not really very good at technical things, so don't know how to put up an error report detailing what the problem is.
However, I searched the forums and found this solution to my problems,

Crash after failed application launches

I've had my new MSI GE620 for only about a month and half and Ive been getting random crashes, not only but frequently, after trying to launch an application which then stops responding and can't be ended even by a taskkill /f command.
Specs:
Windows 7 Home premium 64 bit
Intel i7-2630QM 2GHz
8GB DDR3
Nvidia Geforce GT 560M
BSOD code reads

I have been unable to use my Xerox 7600i flatbed scanner due to an error message that reads "OneTouch 4.6 Component has stopped working. A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available."
I contacted technical support via the software company Visioneer Inc. Tech support had me uninstall and reinstall the drivers and software. The problem continued. After reviewing the event log the tech advised me that the source of the problem was a faulty module path. Since the problem had nothing to do with the scanner software, hardware or driver the tech had to close the case.
The tech implied that I may have to reinstall the OS. Is there anything else I can do

Specified Module could not be found (LogiLDA.dll)

I made the mistake of running a registry cleaner and now get a computer startup error that states that the following ddl cannot run. As far as I can tell it is a Ligitech Download Manager file. Do you know what I can do to fix this?
