difference between the download speed and internet speed?

hi! i just wanna ask between the difference of the download speed and the internet speed. because i have a 1.5mb connection i tried at speedtest and when i download i always get a 190-200kbps rate. so its not actually 1.5mb in my download speed even my internet speed is 1.5mbps. is there and calculator what should be my connection if i want my download speed like 1mb per second? thank you very much.

Slow download speeds, Fast upload speeds. Other devices are fine.

My computer has extremely slow download speeds, upload speeds are fine. Ping is always at ~10-20ms. (to Google) The problem has nothing to do with, my ISP, my router, my type of connection. I know this for a fact.
I've tried multiple network adapters. USB WiFi, integrated WiFi, connecting through another PC via ethernet, they all give the same result.
I'm guessing this is a problem with some software on the PC itself, as it seems to not be a hardware problem.
All other devices on the network have perfectly fine speeds, including Ethernet and WiFi connected devices.
I also cannot connect this PC to Ethernet, would take hours.
Any ideas on how to fix this?
Any and all help is greatly appreciated, thank you.

Broadband Download Speed Question?.

My ISP here in the UK is Virgin Media. I had the 100GB broadband as part of a bundle, ie TV-Phone-Broadband. As we rarely watch tv much anymore last week I dropped the TV and took just the Broadband and phone option but doubled the broadband from 100GB to their maximum option of 200GB. They did the changeover remotely and I could see that now we just had the freeview TV channels.
I tested the broadband on speedtest .net and found that I was only getting the same as before ie 95Mbps on download and 7.2Mbps on upload. I phoned them and after talking to one of their broadband team he said that the problem was with my Virgin Superhub 1 router. Apparently it cannot support more than a 100GB connection speed. He arranged to send me the newest r

I'm customizing a friend's new HP Pavillion Windows 7 Home Premium x86 laptop, and I wanted to place a shortcut to the HP user manual PDF on the desktop. I knew the file's name, and even the location, and certainly could have navigated there using Explorer.
But I decided I would take advantage of "lighting fast search" in Windows 7 (which uses the previously constructed index, and actually searches the index as you type the target name) as a demonstration of this enhanced search capability over WinXP's conventional search.
I had previously added the complete C "local drive" to the indexed components.
Ok.. entering the name 597857-001a.pdf into the search I got NOTHING. WTF??
I then tried *.PDF, and again got nothin

Motherboard replaced, now WIN7 login screen requires non-existent password

Hey there,
My 3 year old, but fairly new to me, Lenovo T61 Thinkpad with WIN7 Enterprise OS, just got a motherboard replacement due to the very well documented and shamefully unethical and immoral Nvidia graphics display adapter meltdown problem.
Just got a call from my local PC repair shop doing the warranty work and while the display works now, I am told that the logon screen is now requiring a password to continue booting.
I always had auto-logon enabled and at the logon screen I always just typed in "admin", hit enter and was on my way.
I never had any kind of additional password installed in any way what so ever. It's a home laptop and I, living alone, am the only user.
I have no image iso to fall back on, only some pics,

Non-Existent Icon Stuck on Desktop - Can't Delete

I have an icon on my Windows 7 desktop that won't delete. If I drag it to the Recycle Bin, it does nothing. If I right click and say "delete," it pops-up a dialogue saying the file doesn't exist.
I scanned for viruses. Nothing. I scanned the supposedly non-existing file for viruses. Nothing. I restarted in safe-mode, and tried to delete it. Same problem.
So, if I don't have a virus, I can't delete this icon in safe-mode, and restarting over-and-over doesn't get rid of it, what do I do? I just have an obnoxious icon stuck on my desktop forever.
I can't even rename this thing. What happens if I try to rename it, is that it tells me the file doesn't exist, and then pops up dialogue boxes eternally telling me that th

VPN-problems in Win7 (non-existent in Vista)

Got a completely fresh install of Win7 Home Premium and try to connect to work through VPN. I don't change any settings in the VPN wizard as I didnt have to do that in Vista. Vista works like a charm but Win7 doesnt. I get authenticated but I get a 0.0.0.0
gateway with netmask 255.255.255.255. WTH is going on????

OptionalFeatures.exe is non-existent in System32 folder

Hi all, I have been visiting the forums for sometime now and looking up various fixes and what not, but I joined today to see if any one can help me out here.
As the title says, there is no OptionalFeatures.exe in my System32 folder. I recently let a friend of mine install 7 on my laptop (I have been on XP since its launch).
I need to run networking from this machine to the other computers in the house (1 Mac and one on XP) to share files between, but I can't as there is no medium to do so.
Is there any way to obtain a fresh copy of OptionalFeatures.exe without having to do a complete reinstall of the OS? If this is the case I may as well just go back to XP...

Pop Up Blocker on Windows 8 seems non existent

This is my second Windows 8 computer. I have suffered the same issue on both. The pop-up blocker turned itself off on both machines. How do I check on the pop-up blocker? This problem is existent in both Firefox and I.E. both of which I have the pop-up
blocker enabled in the settings.

Slow upload speed

Welcome to the 80s!
My Win7 Dell laptop connecting by a CAT-5 cable to a router (connected to a cable modem) gets 49 Mbps download speeds (per Speedtest.net) but only 0.4 Mbps or less UPload speed! That's 400 kpbs, folks! I'm dying here.
It hasn't always been that way but as I don't upload large files very often, I'm not sure when it started.
I do run Dropbox, but still…
I've reset the modem, the router, and the computer. Nada.
Is there a setting somewhere that throttles upload speed? Comcast swears it isn't them.
