Download Speed Fine, Upload Speed Non-existent?

All of a sudden while browsing, I get insanely slow loading times, with multiple timeouts. I go on speedtest and this is my speed. I get random latency spikes during video games. I could barely upload the picture of my speedtest results, and I'll be surprised if this thread even makes it. What is happening? How can I fix it? Thanks
I've tried disabling all startup programs and rebooted, nothing
Restarted router, nothing
I have a Belkin Enhanced Wireless Router F6D4230-4 V1

Very Slow Download Speed

I upgraded to Windows 8 yesterday and my download speed has dropped from 6+ Mbps (under windows 7) to .25 Mbps (after the upgrade). My WiFi connection has 5 bars. All other WiFi enabled devices in this house still have a 6+ Mbps download speed. I believe that this is an upgrade issue as I did not have this problem before. Any ideas on how to fix this?

Shocking Download Speed after Windows 7 Ultimate Fresh Install

Hi Guy's,
Just upgraded my laptop from Windows Vista to Windows 7 Ultimate via a fresh install yesterday, everythings fine except my shocking Download and Upload Speed in comparison with what I had before. My current downloads are crawling at 8.76kb/s compard with the 2mb/s I was getting before, I have tried updating my drivers and router software (Netgear WGR614 v6) but to no avail as yet....

Windows7 WiFi download speed extremely slow

Hi. I installed Windows7 RC1 on a partition of my HP notebook (Vista licensed). The internet navigation with the internal WiFi interface is fast, but when I start a download, the data speed quickly decreases to near 100 Bytes / second ! If at the same
time I use another netbook attached on my personal WiFi network (this one based on XP SP3), the same download runs at fast speed. May be there is some parameter to change in order to obtain full download speed on Windows 7 ? Any help will be appreciated, thanks.

Since W8, slower download speed!

Hello
So, when I had Windows 7 I downloaded like 6MB/s, but since I upgraded to Windows 8 I'm only getting 2MBs! So, I searched on Google etc and I saw that Windows 8 is using 20% of your download bandwidth, or what ever it was. So, I want to turn it off by searching 'gpedit.msc', for the Group Policy Editor. But the problem is, I can't find 'gpedit.msc', I'm getting an error that it doesn't exists...
Then I went to 'Services' and saw this: http://i.imgur.com/SYeHa.png
The description says something like only admins can use it. (However, I am the admin?)
I really have no idea what to do next. :/

Slow download speed and nearly impossible video streaming

I recently bought a wireless card for my desktop. Previously I was using a fob-type usb adapter. When I used the usb adapter I was able to achieve download speeds of around 1 MB/s and stream 1080p video, but with the card my download speed maxes out at about 250 kB/s and it takes a few minutes for the same video quality to load, if it does at all. I'd ordinarily blame the card entirely for this problem, but when I test my connection speed with it, I get far higher results. Additionally, my upload speeds with the card can often rise to 500+ kB/s and are generally higher than my download speeds at all times. Just wondering if anyone could tell me what exactly is going on here.

Download speed is a joke.

The DSL service I just got rid of was a blazing 300kb/s.
The Gowisper I just installed is a sound barrier busting 400kb/s.
I can go to any of the speed test sites and they all say I am at 2Ms or better.
I am on a 5M hookup and the drop is measured at 2.5M and better.
My connections is direct from the receiver, no modems.
My Ethernet is built into the ASUS motherboard.
Here is the joke.
I do not care what I am downloading or from what site, I get 400kb/s and that
is it. There can't be that many busy or slow servers.
Am I missing something very basic?

Download Speed really slow

Okay I am having a problem with my wireless download speed. I have a desktop pc that has windows 7 pro installed. I purchased two different wireless pci n cards and both have the same problem. My download speed is terrible. On speedtest.net I get maybe 2 mb/s. My upload speed is normal, hovering around 5 mb/s. I can't seem to figure out what the problem is.
I have 4 or 5 bars on signal strength and my signal speed varies between 160-270 mb/s. I currently have the Netgear WIRELESS-N 300 PCI ADAPTER WN311B installed. My router is also a Netgear N and the settings are set to 270 mb/s for speed.
My laptop also has windows 7 pro installed but has only a b/g card that runs at 54 mb/s. On speedtest.net I get 20 mb/s down and 5 mb/s.
What give

After installing Windows 8.1: Unstable WiFi download speed

Hello Eight-forums,
Since I installed Windows 8.1, my download speed gets huge drops. My ping and upload speeds are fine, but only my download speed has problems. I am using a wireless network adapter: Asus PCE-N15. Before I installed Windows 8.1, I had no issues at all with it. I already tried installing different drivers and I am now using the latest version from the chipset maker Realtek (RTL8192CE-VA4 version 2007.12.419.2013). I installed it manually through the device manager. I also use the wireless connection 802.11 g, because my router is not compatible with n. I do think it is a software based problem, because the hardware is only 2 months old and worked fine on Windows 8. Other computers in my house don't have any insta

Windows 8.1 Download Speed Issue

I am new to this board but I am at a loss with my issue. I recently upgraded to Windows 8.1 from Windows 7 and am having problems with downloads. This may or may not be a JDownloader issue but maybe you can help none the less. Ever since the upgrade I have not reached my previous download speeds. I am using JDownloader. I have a 40 mbps fiber internet connection. I am getting 34.8 according to SpeedTest. Before the upgrade I was getting 3-4 mbps download speeds but now I am only getting up to 700 to 800 kbps download speeds. One thing I have noticed is that the more files I am downloading, the faster the speeds. 3 simultaneous downloads reaches up to 800 kbps total but one download will only reach 400 to 500 kbps.
