Clickable service start/stop cmd or bat file. Possible?

Not sure if I labelled this post right, or if I am even posting this in the right category/forum.
If admins could direct this if need be, that would be cool.
What I would like to do is have some kind of .cmd or .bat file that will turn on or restart my PS3 Media Server service, just by clicking it.
Maybe one that stops the service as well, or even one that can restart it.
I currently have a shortcut to services on the desktop, but it can be annoying when I have to restart the server numerous times because of various issues, and I have to scroll thru all the services, find PS3 Media Serve service, right click, restart.
When I start PS3 Media server as a task (so you can see the GUI), with the .exe file, you simply save your settings,

Media player opens but audio or video file won’t play
location:
7forums.com - date:
January 11, 2012
For the past several months, I've been having problems getting audio and video files to start playing, i.e. WMV, MP3, FLAC, MPEG, WAV, AVI, etc. The issue isn't isolated to Windows Media Player, although that is the player I use most often.
Here's what happens: 1) I Navigate to my media files via Windows Explorer. 2) Double click the file or select multiple files and right click "Play in Windows Media Player". 3) WMP will open but that is it. The blue circle will spin forever and the audio or video will never play.
My temporary solution: 1) Reboot the computer OR 1) Force close WMP by clicking the "X" to close the program. 2) Go into Task Manager and kill the app even thoug

Using bat file to tweak process priority.
location:
7forums.com - date:

Hey everyone, I am at school in a photoshop class and instead of spending 5-10 minutes changing the priority status of some useless programs that run in the background I wanna just use a bat file to do it all for me. Basicly the processes I am turning down are like the dell default programs that run in the background and whatnot. I spent about 2 hours on google and did not find any decent answer, anyone know how to do this?

Why won't Service Pack 2 or 3 install?
location:
microsoft.com - date:

I have Windows XP Service Pack 1a installed. But I have been trying to install 3 for a while. It works, all the way up to the bit where it says "Inspecting your current configuration". It just stops there. I leave the computer on all day, nothing
happens.
Just recently, Microsoft update tried to install Service pack 2. Same problem!
Thanks for your time :):):)

How do I add a .DOC, .XLS, or .PPT file - connected to a tile - to the start screen in Windows 8?
location:
microsoft.com - date:

A week or so ago, I specifically posted a question about creating a Start Screen tile with a random file in Windows 8.
The response I got was that I could do this with a .EXE file. Well, duh. I also asked about creating a Start Screen tile from an Office file like a .DOC, .XLS or .PPT. Of course, since someone tagged my question as "answered", it no longer received /
receives review. How about the person asking the question BEING THE ONLY PERSON to flag a question as answered or not???
So let's lets play the Microsoft Answers Game...
I have a number of spreadsheets, word documents and corporate presentations that I use at work every day.

Running a .BAT file in Win7
location:
winsecrets.com - date:
June 7, 2011
I'm trying to reinstall an application that returns an error code when doing so. A developer in the application's forum says to run a cleanup file he provides, but it's a .BAT file. The instructions for the file say that in Win 7 to run it as Administrator, but I can't get a "Run" or "Run as Administrator" option when right-clicking or Shift-right-clicking the file. Is there any way to run a .BAT file in Win 7?

Anyone out there knows if it's possible to enable/disable (turn on/turn off) Airplane Mode either using CMD or with two separated shortcuts (i.e. desktop shortcut 1 enables Airplane Mode, desktop shortcut 2 disables Airplane Mode)?
