Chrome Stable 4 Question. Well 2

So from what I have gathered the "new" release of Chrome Stable build 4 IS (if you were running it) Chrome Beta 4 build 4.0.249.78. They take the beta build and pipe them through to stable releases. There is no difference between these two builds other than, I presume the stable release does not have beta in the "about Chrome" tab. Is this correct? It's what I have gleaned from checking a variety of Chrome related blogs & what not.
2. If this is true how would one then move to the dev builds without uninstalling Beta 4? Love Chrome but have always found the update cycles frustrating exponentially. Any clarification would be good for me & others I suspect.

Today Google Chrome (Stable Channel) was updated from 9.0.597.107 to 10.0.648.127

I recently upgraded to Windows 10 and have had nothing but problems, but that's not what my questions are about, I don't think(I might be wrong)
I'm creating a backup on an external hard drive and am wondering why I have these extra Users- 'Default', 'Default.migrated', 'DefaultAppPool', 'Public'. Are they necessary or can I delete them. I am the only person who uses the computer so I have no need for any extra user accounts but I don't want to delete something the system needs to run, seeing as my other computer seems to have crashed.
why do I suddenly have these folders on my C: Drive,
'$SysReset'
'$Recycle.Bin'
'$Windows.~BT'
'Windows.old'
what purpose do they serve? Do I need them or can they be safely removed? I can't seem

4 Channel usb 2.0 DVR adapter! Help!

I'm pulling my hair out trying to find a working driver for it on windows 7. My little 3 year old loving beast snapped my cd in half and i don't know where i got the product from. on the adapter it says 4-ch usb dvr. Any help for this. ?

Outlook.com settings in Windows 8 do not transfer to app from explorer 2 well sort of

I still cannot figure out how Outlook.com works in relation to opening in explorer then opening via a tile in apps in windows 8, from the start menu. Bill Gates must know something I don’t. In Outlook.com, in explorer webmail I created a new folder. Within
seconds when I accessed the application via the Tile, start menu the new folder was there as well. Great!!!
However 2 draft e mails that I had saved as drafts in the draft folder did not transfer and were not visible in Outlook accessed via the Tile. Am I that thick feel free to tell me so or if anyone knows what the rules are………..

Update Android 2.3.6 to 4.2.2

Hello World!
I hope there are some Android geeks here.
I have Samsung Galaxy Y GT-S5360.
GSM, Factory Unlocked, Not Rooted.
I can root my phone if absolutely must needed in order to update.
Currently by default it came with Android 2.3.6 Gingerbread.
My question is how do I update it to the latest Android OS Jelly Bean 4.2.2?
Download OS files from somewhere and install them...Please describe the process below and provide download links or files.
Android is an open source OS, so I am assuming that this entire update process shouldn't cost me a penny. Again my phone is not obligated to any career.
And also please mention if doing so would harm my phone in any manner.

Why microsoft does not update Windows 7 to add support for ID3 2.4 tags?

Most media players these days write ID3 2.4 tags to MP3 files and neither Windows Media Player nor Windows explorer can read those tags. And because of this all my music files appears as unknown track, artist, album. And it is really annoying.
