Can I install language pack in RTM Home Premium?

I know I can install lanugage packs in Windows 7 Ultimate. But...
I installed Home premium in one of the early versions. I couldnt activate it cause I only had the RC code for Ultimate. I couldnt install language pack then. There was no option in control panel for it. The Red pointer option in the image below did not exist. http://i43.tinypic.com/34gaweu.png
I want to install Windows 7 RTM Home Premium now. I wonder...
Can I install Slovenian language pack in Home premium? Can I install it if I dont activate Windows too? Is that possible now? Has someone managed to do it yet?

My laptop is SONY VAIO VPCEE4FX comes with Windows 7 Home Premium x64 OEM installed.
My auntie from U.S gave this to me on my graduation last year.. i never reformat this since i got this laptop. Now, i want to re-install this OS on my laptop but the problem is i dont have the Operating System Disk that is installed on my laptop. I called my auntie on phone and she said she doesnt have the OEM Disk. I used "KeyFinder" to know the CD-KEY of this Operating System. What can i do to re-install my operating system? Can i download Windows 7 Home Premium x64 OEM legally from certain sites?

Virtual PC, can i install programs? Windows 7 Home Premium 64bit

Hi All
I am in the process of rebuliding my windows 7 home premium pc, i have decided to install virtual machine and then was hoping to install my copy of windows 7 onto it, but im confused as to if i can then install programs that ive downloaded of the internet onto it?
obviously i want to use this to test programs out before i take the plunge and install them onto the main pc, can this be done? if so how do you install programs?
Or would i be better of installing Virtualbox, as keep seeing this software talked about. inc on this forum.

Can't install language pack, error 0x80070002

I was trying to install the language pack for Hungarian on my PC and my iPad. I connected my iPad to my computer and fired up the iTunes client, and then I tried to install it.
Here is what it said on my iPad:
Your language is installing...
Please do not disconnect your iPad until the installation is complete.
And on my computer:
The updates are being downloaded and installed
Keep your iPad plugged in until this is done.
Installation Status:
Downloading Hungarian Language Pack - Windows 8 for x64-based Systems (KB2607607) [hu-HU_LP] (update 1 of 1)... done!

I can't get pass the EULA while trying to do a downgrade install from Windows 7 Home Premium to XP Pro. What can I do now?

While searching this site to find out why I can do a clean install of Windows XP Pro on my computer which has Windows 7 Home Premium. I noticed that it said certain OEM versions can't downgrade (Home Premium is one of the 2). I think I realize why it won't
let me go past reading the EULA. In this case what can I do? I have bought a new, legit copy of XP Pro and a new hard drive too. Windows 7 won't serve my needs (recording studio/older programs) and I need XP. What can I do at this point to make it happen?
Is there a bypass/work-around or something? Am I just out of luck and money?! Thank you.

Cannot install language pack(s) on Windows 8 device(s)

There are certain language packs that I cannot install on my Surface devices. Among them, Swedish and Brazilian Portuguese will not install on ANY device (I've tried four until now). This is definitely an issue as I've been able to install multiple language
packs for other locales on ALL of the aforementioned devices. Why is this happening? After downloading the language pack from within the Settings>Control Panel>Language an error is produced saying the language pack could not be installed. Please address this
at your nearest convenience as I'm currently working on a critical project and this appears to be widespread for users of many locales/language packs the more I research it.
